On December 2, 2014, Rumain Brisbon, a 34-year-old father of four, was fatally shot by a Phoenix police officer. The incident occurred when Officer Mark Rine approached Brisbon's vehicle after a caller reported suspicious activity. At the time, Brisbon was sitting in his car with a friend.
