On the late morning of January 27, 2004, 23-year-old Tyrone “Whopper” Burton, an African-American man from Washington, D.C., stood outside in the 3400 block of 10th Place SE when his life was abruptly taken. Around 11 a.m., gunfire shattered the routine of the neighborhood, and Tyrone was shot in front of 3418 10th Place SE, a residential stretch in Southeast.
