In what began as a road rage incident, Cody Stanphill-Kiser, a 32-year-old White/Caucasian male, was shot and killed on April 1, 2022, in Caldwell, Idaho. The events leading to his death started on U.S. 20-26 when the truck Stanphill-Kiser was a passenger in and a Mazda CX-5 were involved in a roadway altercation. Occupants of both vehicles reportedly exchanged hand gestures as they drove.
The two vehicles pulled into the parking lot of the Covey Cafe.
There, Stanphill-Kiser exited the truck and engaged in a verbal and physical altercation with the driver of the Mazda. After striking the other driver in the face, Stanphill-Kiser returned to the passenger seat of the truck. At this point, Billy Lee Moore, a 57-year-old passenger in the Mazda, retrieved a. 357 Magnum pistol. He approached the truck Stanphill-Kiser was in and fired a single shot, striking him in the face. Stanphill-Kiser was pronounced dead at the scene.
Law enforcement officers arrested Billy Lee Moore in connection with the shooting. He was subsequently charged with second-degree murder. Investigators stated that Moore and Stanphill-Kiser did not know each other prior to the incident. Moore was held at the Canyon County jail on a $1 million bond. In a later court proceeding, Moore pleaded guilty to second-degree murder as part of a plea deal and was sentenced to a minimum of five years in prison.
