Vincent Brown, a 36-year-old African-American man from Washington, DC, was killed on a Sunday night in early 2007, when gunfire broke the quiet along the 1500 block of 27th Street SE. It was February 11, just before 9 p.m., when reports of shots fired brought Metropolitan Police Department officers to the street. There they learned that Brown had been shot and would not survive his injuries, turning an ordinary winter evening into the beginning of a homicide investigation.
