On May 15, 1999, Officer James Arland Rowland, Jr., a 30-year-old member of the Palmer Police Department in Alaska, was fatally shot while performing his duties. At approximately 1:30 a.m., Officer Rowland responded to a report of a person slumped over the wheel of a pickup truck in the parking lot of Carrs Quality Center at 535 Evergreen Avenue in Palmer.
