In the early minutes of May 28, 2019, the quiet of the 2600 block of Birney Place Southeast in Washington, D.C., was broken by a burst of gunfire under the streetlights. William Jblaze Boykin, a 36-year-old Black male from nearby District Heights, Maryland, was discovered gravely wounded on a sidewalk as officers from the Metropolitan Police Department's Seventh District raced to the scene in response to reports of shots fired around 12:04 a.m.
