On January 14, 1999, 17-year-old Ronald Haynes was shot and killed in Arlington, Virginia. Earlier that evening, Haynes and two friends had been involved in a physical altercation with three Hispanic males at the Glebe Market. Later that night, the two groups encountered each other again. Without warning, two of the Hispanic males opened fire on Haynes and his friends.
