In the early moments of November 11, 2007, a 23-year-old man named Rhashe Allen was gunned down near the intersection of 7th Street and Girard Avenue, on the edge of Philadelphia's Northern Liberties neighborhood. A college student, his life was cut short in an act of violence that marked the city's 350th homicide of that year.
