Rasheen Allen, a 30-year-old Black male, was tragically murdered on December 30, 2009, in Philadelphia. The incident occurred at approximately 7:17 p.m. when Philadelphia Police Officers responded to the 4400 block of North Marshall Street. Upon arrival, they found two shooting victims lying in the street.
