On a Friday night in Philadelphia, the sound of gunshots pierced the air on the 1300 block of West Clearfield Street. It was 11:11 p.m. on May 9, 2014, when Philadelphia Police officers responded to the disturbance. There, they discovered 27-year-old Rashaun Lewis, a Black male, seated in the driver's seat of his white Dodge Avenger. He had been shot multiple times.

The officers quickly transported Lewis to Temple University Hospital, but his injuries proved to be fatal, and he succumbed ...
