Richard Napper Williams

Richard Napper was a 23-year-old Black male from the 8300 block of Rodney Street in Philadelphia, Pennsylvania, whose life ended in the early morning hours of Monday, May 25, 2015. Just after midnight, the night had carried into the Tioga-Nicetown section of the city, where Richard was outside a bar on the 1700 block of Luzerne Street. At about 12:34 a.m., Philadelphia police officers were called to the scene for a shooting and found him suffering from multiple gunshot wounds.
