In the Frankford section of Northeast Philadelphia, a violent drug trafficking organization known as 'SG1700' and 'L-Block' held a tight grip on the neighborhood for years, peddling large quantities of narcotics and enforcing their rule with violence and threats. One of the leaders of this criminal enterprise was a 34-year-old man named Kelvin Jimenez, who, along with his co-leader Dominique Parker, orchestrated a campaign of intimidation and bloodshed to protect their drug territory and
reputation. The gang's activities cast a dark shadow over the community, as they were responsible for numerous shootings and a string of homicides that left a trail of victims in their wake.
As part of the gang's violent activities, Jimenez was personally responsible for the murder of Kaseem Rogers. This was one of four murders linked to the racketeering conspiracy case brought against the gang's leaders. The organization's violent spree also tragically led to the death of Philadelphia Police Sergeant James O'Connor on March 13, 2020. While Jimenez was not the triggerman in Sergeant O'Connor's death, his leadership and the gang's criminal enterprise created the circumstances that led to the fatal encounter. Sergeant O'Connor was shot and killed by another member of the gang, Hassan Elliott, as a SWAT team attempted to serve an arrest warrant for a previous murder at a stash house on Bridge Street where Elliott was hiding. Jimenez had reportedly allowed Elliott and another member to stay at the apartment to evade arrest.
The reign of SG1700 began to unravel as law enforcement intensified their investigation into the organization's widespread criminal activities. In March 2023, a superseding indictment was brought against Jimenez, Parker, Elliott, and another member, Khalif Sears, charging them with a range of offenses including racketeering conspiracy, drug trafficking, and multiple murders. While Elliott and Sears ultimately pleaded guilty to their roles in the violent enterprise, Jimenez and Parker opted to stand trial. In March 2025, a jury found both men guilty on all charges. For his role in the gang's activities and specifically for the murder of Kaseem Rogers, Kelvin Jimenez was convicted and faces a maximum possible sentence of life in prison. His sentencing is scheduled for July 7, 2025, marking the culmination of a lengthy investigation that dismantled a dangerous criminal organization and brought its leaders to justice.
