In the afternoon hours of a late summer day in Philadelphia, tragedy struck on the 2200 block of North Randolph Street. On September 16, 2016, Stefan Wood, a 46-year-old African-American man, was shot. The incident occurred around 3:50 p.m., a time when the sounds of the city were punctuated by the sound of gunfire.
