On May 5, 1986, the body of 32-year-old Victor Smith was found near the Columbia Slough in Portland, Oregon. An employee of a nearby warehouse discovered his remains, and police determined that he had been shot and then set on fire. Smith, originally from Spokane, Washington, had a history of involvement in theft and burglary and was known to use methamphetamines.
