On June 19, 1996, Alfredo Velasquez, a 40-year-old man, was found dead near the St. John’s Bridge in Portland, Oregon. Police responded to a call just after midnight and discovered his body lying in the street near N. Willamette and Philadelphia Avenue. Velasquez had likely been run over by a vehicle and possibly strangled, leading investigators to believe foul play was involved.
