In the summer of 1999, in Tulsa, Oklahoma, a man by the name of James Junior Foster, 37, was found deceased. His body was discovered on June 15, 1999, inside a vacant apartment building. Mr. Foster had previously informed his family that he had been residing in the unoccupied structure. An investigation into his death determined that he had been fatally shot.
