On the evening of October 26, 2013, in northeast Oklahoma City, 59-year-old Charles Jasper, an African-American man, drove his white pickup truck into the parking lot of the Liberty Station Apartments, a complex just south of the Oklahoma State Capitol along the 2700 block of North Lindsey Avenue.
