Case Description

Francisco Cruz Galan was 44 years old when he died on Saturday, July 20, 2002. According to the Los Angeles County Medical Examiner-Coroner, he died after sustaining blunt force trauma at 341 Harbor Hills. His death was ruled a homicide, and it is listed as a Los Angeles County Sheriff's Department Homicide Bureau case.

The coroner's record describes him as a Latino man of 44. Beyond his name, his age and the place where he died, almost nothing about Francisco Cruz Galan has been made public. No obituary, memorial page or family fundraiser could be found for this story, and no news outlet appears to have reported on the death. He surely had family, friends or neighbors who remember who he was, but none of that has entered the public record. His name is not rare, and searches mostly turned up other men named Francisco Galan, among them a well-known Colombian guerrilla commander who has no connection to this case.

Because so little has been released, even the basic circumstances remain unknown to the public. The record does not say whether he was beaten in a fight, attacked by a stranger, assaulted indoors or on the street, or struck by a vehicle, all of which can lead to a finding of blunt force trauma. It does not say what time of day he was hurt, whether he died at the scene or later at a hospital, whether anyone saw what happened, or whether investigators ever identified a suspect.

The address itself raises questions that the public record does not answer. The Los Angeles Times Homicide Report lists the location simply as 341 Harbor Hills, without a street type or city, and the Los Angeles Police Department was not the investigating agency. Harbor Hills is the name of a Los Angeles County public housing community in the South Bay, in the hills near Lomita, and the fact that sheriff's detectives took the case suggests he may have died there, in unincorporated county territory. That reading could not be confirmed, and no news report from the time places his death at a particular building.

The South Bay hills around Lomita, Harbor City and the Palos Verdes Peninsula sit above the Port of Los Angeles, and on clear days they look out over the harbor and the ocean. The area mixes modest apartment complexes and older single-family homes with wealthier neighborhoods farther up the peninsula. Many families in the area have lived there for generations, and in a housing community where neighbors share courtyards and parking lots, the death of a man in his 40s is something people would likely have noticed and talked about.

Hundreds of people are killed in Los Angeles County every year, and a large share of those killings end without an arrest.

No arrest, criminal charge or court case connected to the death of Francisco Cruz Galan could be found in news archives or public records. More than 23 years later, there is no public sign that anyone has been held responsible. Anyone who knew Francisco, who lived in or near the Harbor Hills community in July 2002, or who remembers hearing about the death of a man there that summer, may hold information that could help. Even a small detail, such as a name overheard, a vehicle seen nearby or a conversation remembered, can help detectives move a case forward. Anyone with information can contact the Los Angeles County Sheriff's Department Homicide Bureau at 323-890-5500, or leave an anonymous tip with Crime Stoppers at 800-222-TIPS.
