In the early morning hours of September 23, 2025, the tranquility of a Manitowoc, Wisconsin neighborhood was shattered by the sound of gunfire. Responding to reports of shots fired on Dewey Street at approximately 1:30 a.m., police discovered 25-year-old Jaisiah Owens, a Black/African American male, near South 17th Street with multiple gunshot wounds. Despite efforts to save him, Owens was pronounced dead at the scene, leaving a community in shock and a family heartbroken.
