In the predawn hours of August 16, 2025, a gathering in the Frogtown neighborhood of Saint Paul was shattered by gunfire. Responding to a shooting report on the 300 block of Edmund Avenue shortly after 4 a.m., police officers discovered Levon T. Washington, a 26-year-old male from Minneapolis, lying in the street with gunshot wounds. Paramedics rushed him to Regions Hospital, but his life could not be saved, and he was pronounced dead.
This tragic event marked the eighth homicide in the city for the year.
Initially, no arrests were made, and investigators appealed to the public for any information regarding the shooting. The investigation progressed, and by the end of September, a suspect was taken into custody. Prosecutors charged Kireice Plez-Sachet Williams, a 24-year-old from New Brighton, with second-degree murder in connection with Washington's death. Williams was apprehended and held in the Ramsey County jail.
According to the criminal complaint, the shooting followed a brief, tense interaction between the two men. Witnesses reported that Washington and Williams had argued about 'which side they were on,' culminating in Williams allegedly threatening to shoot Washington before firing a single shot that struck him in the neck. Multiple witnesses identified Williams as the individual who fled the scene after the shooting. Further investigation revealed that at the time of the incident, Williams was on pretrial release for two other felony cases and was legally barred from possessing a firearm. Cell phone data also placed Williams' phone at the scene of the shooting around the time it occurred.
