Stacey Ann Frobel, a 24-year-old white female from Carol Stream, Illinois, was last seen alive on January 4, 1995, after leaving a friend’s apartment in Streamwood. Her disappearance quickly raised concern, and her husband reported her missing later that same day. The case took a grim turn when, over the following weeks, dismembered human remains began to surface in northern Illinois and southern Wisconsin.
A dog was first discovered carrying a section of a human leg, which was later identified as belonging to Frobel. Additional remains, including her skull and a severed hand, were found scattered across a wide area, suggesting a deliberate attempt by the killer to hinder identification.
Authorities noted that the dismemberment appeared calculated. Frobel had tattoos on her limbs, and her body parts were severed in ways that obscured these identifying marks. For example, her right hand was cut just below a bracelet tattoo, and her left leg was severed above an ankle tattoo. Investigators believed this was a conscious effort by the perpetrator to delay or prevent identification. Despite the gruesome nature of the crime, police were able to confirm the remains as Frobel’s using dental and fingerprint records.
The investigation eventually led to Paul Frederick Runge, a white male serial killer from Oak Forest, Illinois. Runge had already been on law enforcement’s radar for several years and was suspected in multiple murders. He was known to lure victims through personal ads and was later convicted of killing at least seven women and one child between 1995 and 1997. Authorities strongly suspected that the 24-year-old white female victim, Stacey Ann Frobel, was among his earliest known victims. Her murder was particularly brutal and marked the beginning of Runge’s violent spree.
Runge was ultimately convicted and sentenced to death, though his sentence was later commuted to life imprisonment without the possibility of parole. He remains incarcerated.
