In the early morning hours of July 27, 2015, the quiet of a northwest Las Vegas neighborhood was broken by a grim discovery. Richard E. Hall, a 63-year-old Caucasian male, was found dead inside a home in the 3000 block of Panama Beach Drive, near the intersection of Rampart Avenue and Cheyenne Boulevard.
