In the late hours of a warm evening in downtown Las Vegas on July 23, 2016, a Hispanic man named Felipe George, age 41, was walking along the sidewalk. The night was shattered by the sound of gunfire as a light-colored, four-door sedan approached him in the 1600 block of Palm Street just before 11 p.m. Someone inside the vehicle fired several shots at George, striking him multiple times before the car sped away down Olive Street.
