In the afternoon hours of February 2, 2025, a dispute in the 2500 block of East Biddle Street in Baltimore, Maryland, escalated to a fatal conclusion. Troy Kavanaugh, a 37-year-old Black male, was shot and killed. At approximately 3:15 p.m., police responded to shot-spotter alerts in the area. Upon arrival, they found Kavanaugh inside his 2015 Nissan Altima, suffering from gunshot wounds.
He was transported to an area hospital where he was pronounced deceased.
An investigation into the homicide led police to identify 33-year-old Sean Lloyd of Baltimore as the suspected shooter. According to investigators, Lloyd and Kavanaugh were engaged in a verbal altercation on the passenger side of Kavanaugh's vehicle before Lloyd allegedly fired through the front windshield, striking Kavanaugh. Lloyd then reportedly fled the scene. Eyewitness testimony and area surveillance footage contributed to the investigation. An eyewitness was able to positively identify Lloyd as the shooter from a photographic array. On March 21, 2025, detectives with the Warrant Apprehension Task Force arrested Sean Lloyd without incident. He was subsequently charged with first-degree murder.
The legal proceedings against Sean Lloyd commenced, however, the path to justice encountered a significant hurdle. On November 4, 2025, during the trial, an outburst from a member of Troy Kavanaugh's family during witness testimony led the judge to declare a mistrial. Following this development, the case was postponed. A new trial was subsequently scheduled to begin in late January 2026.
