On February 22, 2025, 48-year-old White female Georgeann Park Garner of Panama City, Florida, was fatally shot during a road rage incident at the intersection of U.S. 231 and Harrison Avenue. The incident occurred around 4:17 PM on her birthday, as she and her 19-year-old daughter, Marileigh Lewis, were returning from a Mardi Gras parade and heading to dinner. Their red GMC Terrain was stopped at a red light when they were confronted by a gray Dodge Ram pickup truck driven by 21-year-old Ivybella Encino, with 23-year-old Jubal Simmons as a passenger.

The confrontation began with a minor traffic dispute that escalated into a verbal altercation and a brief physical confrontation between Lewis and Encino. After both parties returned to their vehicles, Simmons allegedly fired approximately 11 rounds into Garner's vehicle, striking both Garner and Lewis in the chest and hitting an uninvolved vehicle. Two other occupants in Garner's vehicle were unharmed.

Garner and Lewis were transported to a local hospital, where Garner succumbed to her injuries. Lewis remains in critical condition in the ICU, on a ventilator, with extensive damage from the gunshot wound.

Following the shooting, Encino attempted to flee the scene, leading police on a chase that ended when she rammed a Panama City Police Department patrol unit, disabling both vehicles. She was taken into custody without further incident. Simmons fled on foot but was apprehended a short distance away.

Simmons has been charged with murder, three counts of attempted murder, two counts of firing into an occupied vehicle, discharging a firearm from a vehicle, tampering with evidence, and resisting officers without violence. Encino faces charges of accessory to murder, aggravated battery on a law enforcement officer, aggravated fleeing/eluding law enforcement, and driving while license suspended/revoked.

A GoFundMe page has been established to assist with medical expenses for Lewis and funeral costs for Garner. The fundraiser highlights the sudden and tragic loss of Garner, a single mother of two, and the ongoing challenges faced by her surviving children.
