On February 5, 2004, the lifeless body of 36-year-old African American woman Barbara Williams was discovered near Edwards, Illinois. Born on January 30, 1968, in Gunnison, Mississippi, to Emmanuel Fortney and Frankie B. Williams, Barbara was a resident of Peoria and worked in housekeeping at OSF Saint Francis Medical Center.
