James Ralph Turner, a 29-year-old white male, tragically lost his life on May 22, 1978, in Port Isabel, Texas. Turner, who served as a patrolman with the Port Isabel Police Department, was responding to a disturbance involving a drunk man who had shot out a window in his home.
