Carlos Ray Warren, a 30-year-old male of Hispanic ethnicity, was a dedicated officer with the Texas Highway Patrol. On March 5, 1991, Trooper Warren was tragically shot and killed while attempting to intervene in an abduction at a rural highway rest area on Highway 71 near Del Valle, Texas. The suspect, who was fleeing the scene, was later apprehended in San Antonio, Texas, for not wearing his seatbelt.
