Elmilvio Courtney-Harris, a 28-year-old African American male, was tragically shot to death on April 3, 2014, in Spring, Texas. The incident occurred at the Arbor Ridge Apartments, located in the 300 block of Parramatta. According to the Harris County Sheriff's Office, deputies were called to the scene in response to a shooting.
