On June 29, 2017, San Antonio Police Officer Miguel Moreno, a 32-year-old Hispanic male, was fatally shot during a routine patrol near the intersection of Evergreen and Howard Streets. Officer Moreno and his partner, Officer Julio Cavazos, were investigating two individuals near a vehicle that appeared to have been broken into. As the officers exited their patrol car to approach the men, one of the suspects, identified as 34-year-old Andrew Bice, drew a revolver and opened fire.
Officer Moreno was struck in the head, while Officer Cavazos sustained a gunshot wound to the torso. Despite his injuries, Officer Cavazos managed to pull Officer Moreno out of the line of fire and returned fire, wounding Bice. Bice subsequently committed suicide at the scene. The second individual was taken into custody but was later released after being cleared of involvement in the shooting.
Officer Moreno was immediately transported to San Antonio Military Medical Center, where he was placed on life support. Tragically, he succumbed to his injuries the following morning, June 30, 2017, at 11:11 a.m. Officer Moreno had served with the San Antonio Police Department for nine years and was a graduate of Lanier High School, class of 2002, where he was recognized for his academic excellence, graduating sixth in his class. He is survived by his parents, three sisters, and a brother.
In the aftermath of the incident, the San Antonio Police Department conducted a thorough investigation. The shooter, Andrew Bice, was found to have died from a self-inflicted gunshot wound, as confirmed by the Bexar County Medical Examiner's Office. The second individual, who had been with Bice at the time of the shooting, cooperated with investigators and was determined not to be involved in the attack. He was arrested on outstanding warrants unrelated to the shooting but was subsequently released.
Officer Moreno's death marked the 55th line-of-duty fatality in the history of the San Antonio Police Department. His passing was deeply mourned by the community, with numerous tributes highlighting his dedication, intelligence, and commitment to public service. In honor of his sacrifice, a memorial account was established by the San Antonio Police Officers Association to support his family during this difficult time.
