On February 11, 2019, Samuel Phillips III, a 26-year-old man from Houston, Texas, was fatally shot in the head at 10280 Windmill Lakes in southeast Houston. Phillips was taken to the hospital but succumbed to his injuries. The incident began as a dispute over short checks, and Phillips was not involved in the initial conflict.
