On a cold January afternoon in 2016, Eddie James Tate Jr., a 30-year-old African American man, found himself in an apartment complex parking lot in Memphis, Tennessee, for what he likely believed was a routine business transaction. Tate, who sold hair extensions, was meeting a customer. This meeting on January 22nd in the 2100 block of Westchester Circle would tragically be his last.
