Trooper Joseph John Welsch, aged 26, was a dedicated officer with the Pennsylvania State Police. Born on December 11, 1950, in Carbondale, Pennsylvania, he had served with distinction for nearly five years. On September 13, 1977, Trooper Welsch was assigned to assist Constable Walter Mitchell in serving a surety of the peace and criminal trespass warrant on Mark F. Geddes, 28, of Covington, Tioga County. The warrant had been issued following an altercation between Geddes and his father.
