Robert Williams, a 32-year-old African American male from Chester, Pennsylvania, was found deceased on July 15, 1991. His body was discovered in a secluded area near the 400 block of East 22nd Street, a neighborhood known for its high crime rates. The discovery was made by a passerby who noticed a suspicious odor emanating from the area.
