Paul Garmong Richey, a 40-year-old male of Caucasian ethnicity, was a dedicated Pennsylvania State Police trooper who tragically lost his life on January 13, 2010, in Cranberry Township, Venango County, Pennsylvania. Trooper Richey was born on August 29, 1969, in Franklin, Pennsylvania, and had a long history of service with the Pennsylvania State Police, having joined the force in 1993.
On the day of his death, Trooper Richey and another trooper responded to a domestic disturbance call
at approximately 11:45 am. Upon arriving at the scene, both troopers exited their vehicles and approached the house. A male voice called from a window, instructing the troopers to return to their cars. Ignoring the warning, the troopers ordered the man to show himself. At that moment, Trooper Richey was shot in the neck with a .30-30 rifle round fired from the window of the residence. The other trooper immediately returned fire to provide cover while attempting to reach Trooper Richey.
Despite the efforts of additional troopers who provided cover fire and removed him from the scene, Trooper Richey was pronounced dead at the University of Pittsburgh Medical Center Northwest Hospital in Seneca, Pennsylvania. The suspect, identified as Michael J. Smith, had murdered his wife before taking his own life. Investigators found three guns in the bedroom: a .30-.30 Marlin rifle with a scope, a .22-caliber rifle with a scope, and a 12-gauge shotgun.
Trooper Richey's death was a profound loss for his family, friends, and the law enforcement community. He is survived by his wife, Carrie, and their two children, Connor and Catherine. His sacrifice and dedication to duty were honored by over 2,000 law enforcement officers from across the United States who attended his memorial service.
