On the morning of February 18, 2015, 44-year-old Monica Lynn Miller, a White female, was preparing to leave for her job at a local nursing home. As she was warming up her car outside her Ephrata, Pennsylvania apartment complex, she was confronted and fatally shot. The incident occurred around 6:20 a.m. in the 500 block of East Main Street. Her daughter, who lived with her, heard the gunshots and discovered her mother's body in the parking lot.
The investigation quickly focused on Randall Scott Shreiner, a 58-year-old married former pastor from West Lampeter Township, with whom Miller had been involved in an on-again, off-again affair for several years. Shreiner became enraged after Miller ended their relationship. The day before the shooting, he legally purchased a handgun. On the morning of the murder, he concealed himself in the parking lot of Miller's apartment building, lying in wait for her to emerge. After a brief conversation, he shot her multiple times as she sat in her car.
The day after the murder, Shreiner turned himself in to the police, confessing to the crime. He was subsequently charged with criminal homicide and a firearms violation. Shreiner was held in Lancaster County Prison without bail.
In June 2015, Randall Shreiner pleaded guilty to first-degree murder. During the sentencing, he expressed remorse, stating, 'I'm sorry sounds cheap but from the bottom of my heart, I am sorry.' Monica Miller's daughter also addressed the court, expressing her hope that Shreiner would be 'haunted by the same memories that haunt us.' The judge sentenced Shreiner to life in prison without the possibility of parole. In September 2025, a judge denied a request for his compassionate release due to advanced kidney disease.
