On April 19, 2010, authorities in Detroit, Michigan, responded to a grim discovery at the intersection of Fenkell Avenue and Kentucky Street on the city's west side. It was there that police found the body of Jessie Baker, a 26-year-old Black male, who had fallen victim to a violent end. The incident occurred in a neighborhood familiar with the struggles of urban blight, and the discovery added another number to the city's rising homicide statistics for that year.
