Ernest Cecil Holbert, a 59-year-old Caucasian male, was a dedicated officer with the Cleveland Division of Police. On January 2, 1972, while responding to a routine traffic accident on Buckeye Road and East Boulevard, Officer Holbert and his partner attempted to arrest an intoxicated driver.
