Patrol Officer Hilary S. Cudnik, age 47, of the Cleveland Division of Police, was shot and killed on December 30, 1996, while making a felony traffic stop on a stolen vehicle. Officer Cudnik and his partner, Officer Frank Costanzo, had been pursuing the stolen car when it crashed into a building. The suspect, a 37-year-old convicted felon and drug abuser, exited the vehicle armed with a .223 caliber Mini-14 rifle and opened fire on the officers. Officer Cudnik was struck multiple times, including a fatal wound to the chest, and was rushed to Mount Sinai Hospital where he succumbed to his injuries.
The suspect was severely wounded by return fire from backup units on the scene and was later arrested. He was convicted of murder and sentenced to life in prison. Officer Cudnik had served with the Cleveland Division of Police for eight years and was survived by his mother and three sons.
The tragic incident drew significant attention and led to a thorough investigation. The suspect's first parole hearing is scheduled for December 21, 2028. Officer Cudnik's dedication and hard work were remembered by his friends, co-workers, and the community, who described him as a "good cop" who loved his job.
Officer Cudnik's name is inscribed on the National Law Enforcement Officers Memorial Wall in Washington D.C., and his legacy continues to be honored by the Cleveland Police Department and the Greater Cleveland Peace Officers Memorial Society.
