Arrion Smiley-Carter, a 25-year-old woman from Cleveland Heights, Ohio, tragically lost her life on September 20, 2014. She was shot and killed outside the Double R Bar and Grill on South Taylor Road early in the morning. Smiley-Carter was beloved by her family, including her daughter Totiana, and her parents, Pastors Howard and Adrainne Carter.
