Cethus Jerome "Jay" Manning II, a 19-year-old African American male from Toledo, OH, tragically lost his life on February 21, 2017. He was shot and killed while sitting in his vehicle in the early hours of the morning. Manning had spent the evening after work talking with his girlfriend, who had been his companion for several years. The incident occurred in the 100 block of Everett Street in North Toledo.
