Ladon Williams, a 36-year-old man from Cincinnati, OH, was fatally shot on May 8, 2019, in the Over-the-Rhine neighborhood. He was found dead in a car near Grant Park. The incident was captured on surveillance video, which showed people running from the park after shots were fired.
A 16-year-old, later identified as Brandon Dates, was arrested within 24 hours of the killing and charged with Williams' murder. Dates admitted to the shooting and was initially held in juvenile detention.
However, in 2021, he was moved to adult court and pleaded guilty to charges of involuntary manslaughter, felonious assault, and tampering with evidence. In exchange for his guilty plea, a murder charge was dismissed, and Dates received a 19.5-year sentence. He will also have to register as a violent offender for 10 years once he is released from prison.
The case took several turns in court, with Dates' defense lawyers arguing that he was a victim of human trafficking at the hands of Williams. They claimed that Dates was coerced into engaging in illegal activities by Williams, making him a victim under Ohio’s “Safe Harbor” legislation. This law allows juvenile victims of human trafficking to avoid prosecution and be diverted to treatment services if the charges against them are related to their victimization.
The case has been tied up in court for years, with issues presented to the First District Court of Appeals further slowing down the proceedings. Hamilton County juvenile court Judge Melissa Powers had to consider whether Dates' competency to stand trial should be evaluated. If found competent, another hearing would be held to consider the “safe harbor” issue.
The circumstances surrounding Williams' death and the subsequent legal battles have brought attention to the complexities of human trafficking and the legal protections available for juvenile victims. Williams' family and the community continue to seek the truth about what happened, hoping to prevent other teens from being pulled into illegal activities.
