Randy Billings, a 49-year-old man from Cincinnati, Ohio, was tragically shot and killed on June 3, 2021. Billings was found lying in the road on Marshall Avenue in University Heights, and the incident occurred in the afternoon. The police quickly responded to the scene and arrested 23-year-old Javonte Smith a few hours later. Smith was charged with the murder of Billings and was held on a $1 million bond.
