David Wayne Bullins, a 24-year-old man from Stoneville, North Carolina, was tragically shot and killed on January 29, 2017. The incident occurred late at night, around 11:48 p.m., when deputies responded to a shooting at 3013 Anglin Mill Road. Upon arrival, they found Bullins lying in front of the door, suffering from an apparent gunshot wound. He was immediately taken to a local hospital, where he was later pronounced dead.
The Rockingham County Sheriff's Office did not believe the shooting was random, and the investigation into his death began immediately.
The investigation revealed that Bullins had been involved in a drug-related altercation on the night of his death. According to witness Ashley Hogan, who was present at the scene, Bullins had called someone to deliver drugs to his house earlier that day. Hogan testified that Bullins and the defendant, Richard Dennis Jumper, Jr., had a heated argument over a drug deal that went wrong. Bullins accused Jumper and his friends of stealing his laptop during the earlier drug delivery. The argument escalated, and Jumper, who was holding a pistol, backed out of the house. Bullins, armed with a small wooden baseball bat, chased Jumper out of the house, shouting racial slurs. Hogan then heard several gunshots and saw Bullins crawl back into the house, asking her to call 911.
Richard Dennis Jumper, Jr. was arrested on February 3, 2017, and later indicted for first-degree murder in connection with Bullins' death. The trial took place in August 2019, where Jumper was found not guilty of first-degree murder but was convicted of second-degree murder. Jumper's defense argued that the shooting was in self-defense, but the jury ultimately found him guilty of the lesser charge. Jumper was sentenced accordingly, and he appealed the verdict, but the court found no prejudicial error in the trial proceedings.
