Elmer Murray Harris, a 39-year-old African American male, tragically lost his life on December 5, 1986, in Swansea, Illinois. Deputy Sheriff Harris was shot and killed while attempting to arrest a man for illegally carrying a weapon. At the time of the incident, Deputy Harris and another deputy were working a secondary employment job providing security on a public transit bus.
