Jerome Phelps, a 19-year-old African American male, was tragically killed on August 16, 2015, in Chicago, IL. The incident occurred around 9:45 p.m. on the West Side, specifically in the 1600 block of South Springfield Avenue. Jerome was outside with a 16-year-old boy when two individuals approached and began firing. Jerome was shot multiple times and was transported to Stroger Hospital, where he was pronounced dead.
