Rachel Garrett, a 25-year-old woman from Rockford, Illinois, was tragically killed on December 4, 2015. She was inside her apartment at the Fairgrounds Housing Complex when a stray bullet struck her in the chest. The incident occurred around 4 p.m. in the 800 block of Tanner Court. At the time of the shooting, four children under the age of 10 were present in the apartment. Witnesses reported hearing between 5 to 20 gunshots, creating a chaotic scene as police arrived to investigate.
