Amber Beiser, a 23-year-old woman from Washington Park, IL, tragically lost her life on September 4, 2016. She was a passenger in a vehicle driven by Anthony Pannell Jr., a 24-year-old man from East St. Louis. The incident occurred during a drive-by shooting in Washington Park.
