Victor J. Arroyo, a 15-year-old Hispanic male, tragically lost his life on December 31, 2017, in Joliet, Illinois. The incident occurred shortly before midnight when Victor and four other young individuals were in a car parked on Rosalind Street, near the Fairview Public Housing projects, a notoriously dangerous area.
