On September 3, 2002, Lieutenant Billy Ray Jiles, a 42-year-old male law enforcement officer, was tragically killed in the line of duty in Carroll County, Georgia. A 20-year veteran of law enforcement, he was responding to a call regarding a man attempting to set his ex-wife's house on fire in Villa Rica.
The situation escalated when the suspect fled the initial scene.
A concerned citizen followed the suspect and alerted officers to his new location at the intersection of Clifton Terrace and Marfa Street in Carrollton. Lieutenant Jiles, who was the night shift commander and nearing the end of his shift, was in the vicinity and responded to the call. A short foot pursuit ensued, during which the suspect forced his way into another home and murdered the elderly resident inside.
As the events unfolded, Lieutenant Jiles established a defensive position outside the second residence. The suspect then emerged from the house, armed with two handguns, and opened fire on Lieutenant Jiles, striking him multiple times. Lieutenant Jiles was unable to return fire. Other officers who had responded to the scene subsequently shot and killed the suspect.
Investigators later found a suicide note on the suspect, leading them to believe the incident was a case of 'suicide by cop,' where an individual intentionally provokes a lethal response from law enforcement. The suspect, whose actions led to the deaths of two innocent people, was killed at the scene, and therefore no arrests were made in connection with the murder of Lieutenant Billy Ray Jiles.
